About this module
This module is the online counterpart to the technical training on Monitoring and Evaluation delivered under the Cambodia Water Security Improvement Project (CaWSIP). It is written for staff of MOWRAM, MAFF, the provincial departments (PDWRAM and PDAFF), River Basin Committees and Farmer Water User Communities who collect, check or report project data.
Work through it in order. Take the pre-test first — before reading the lessons — because it measures what you already know. Study the five lessons, then take the post-test. The difference between the two is what the training is measured on, so an honest pre-test is more useful than a high one.

What you will be able to do
- Explain the difference between monitoring and evaluation, and what results-based management asks of you.
- Read a Theory of Change and place any piece of project work correctly in the results chain.
- Navigate the CaWSIP components and Results Framework, and say what the PDO-level indicators measure.
- Interpret an indicator's definition, unit, disaggregation and means of verification.
- Say who reports what, to whom, and on what cycle — from FWUC up to the World Bank.
Learning path
25 questions. Take this before reading anything else. Tick “Pre-test” at the top. 15–20 min
- 2 Lesson 1 — M&E concepts and results-based management What monitoring is, what evaluation is, and why the distinction changes how you work. 20 min
- 3 Lesson 2 — Theory of Change and the results chain Inputs to impact, and the assumptions the whole chain rests on. 20 min
- 4 Lesson 3 — CaWSIP components and Results Framework The four components, the PDO-level indicators, baselines and targets. 25 min
- 5 Lesson 4 — Indicators, data sources and verification Units, disaggregation, means of verification, and what counts as evidence. 25 min
- 6 Lesson 5 — Stakeholders, roles and data flow Who does what, and the route a number travels from the field to the report. 20 min
The same 25 questions. Tick “Post-test” at the top, and write your name exactly as you did before. 15–20 min
Write your name identically in both sittings — that is what links your pre-test to your post-test when the results are analysed.
For facilitators
-
Open the test with
?facilitator=1on the end of its address to reveal the Check answers and Show answer key buttons, and a link to the dashboard — all hidden from participants. - Every submission is stored individually: all 25 answers, the auto-score and the Part 6 confidence ratings. Selecting a name in the dashboard shows that person question by question, and which items they fixed between the two sittings.
- Question 15 is an open response worth 3 marks. Mark it by hand in the participant view; the CSV's total out of 42 fills in once you do.
- Participants are identified by the name they type, so ask them to write it identically in both sittings — that is what pairs their pre-test with their post-test.
- Every page prints cleanly if you need a paper version for a venue without devices.
